Before building a relocation plan around either option, compare eligibility, work rights, tax exposure, family coverage, renewal rules, and the evidence required at every stage.
In April 1970, the Apollo 13 crew faced a dangerous mismatch. The command module used square carbon dioxide scrubber canisters, while the lunar module, now serving as a lifeboat, used round ones. Compare the outcome, not the program name
“Digital nomad” can describe a person, a temporary immigration category, or a marketing label attached to a residence pathway. Those meanings do not guarantee the same legal outcome.
Start with the result you need. Are you looking for a lawful temporary base while working remotely, or do you want permanent residence and the stability that may come with it? Write that answer down before comparing applications.
A temporary stay may suit someone testing daily life in Almaty or Astana before making a larger commitment. It can offer flexibility if your employer changes, your client base moves, or the country does not feel right after several months. Its limits may also become important if you want deeper work rights, long-term family arrangements, or a durable route to settlement.
A permanent residence pilot may ask for more evidence and create more lasting obligations. The word “permanent” deserves careful attention, but so do the conditions attached to keeping that status. Check what happens if you spend long periods outside Kazakhstan, change employment, stop meeting ICT criteria, or need to renew supporting documents.
Treat the official rules as the source of truth. A launch announcement tells you that a route exists. It rarely answers every question about how that route fits one person’s circumstances.
Test whether your work and documents fit the pilot
ICT professional sounds specific until you try to prove it. Your job title, contract, qualifications, portfolio, employer location, income source, and type of work may each be assessed differently.
Create an evidence map before you make travel or housing commitments. For every eligibility requirement, list the document you expect to use, who issues it, whether it needs translation or certification, and when it expires. Mark assumptions separately from confirmed facts.
Pay particular attention to gaps between how you describe your work and how your records describe it. A freelance developer may have invoices but no conventional employment letter. Keep copies of the pilot rules and official guidance you relied on. Since pilots can change, record the date you checked each requirement and revisit it before submitting, booking a flight, or signing a long lease.
Put tax, work, and family questions beside immigration
Residence permission answers one part of a relocation. It does not automatically settle your tax position, permission to work for particular clients, banking access, healthcare arrangements, or your family’s status.
Compare both routes across the same practical questions:
- What work can you legally perform while living in Kazakhstan?
- Could your time in the country affect where you pay tax?
- Can a spouse, partner, or child apply with you or join later?
- Which documents expire first, and what must be renewed?
- What happens if the pilot changes before your case is complete?
- Can you leave the route without disrupting housing, work, or family plans?

Then set decision points. One might come after confirming eligibility. Another might follow tax advice. A third could come only after you understand how permanent residence is maintained. Each decision should unlock the next commitment, such as a longer lease or a family move.
